One of my buyer requirements is that I don't ship to buyers that "Have a
primary delivery address in countries that I don't post to"

I list all my items as being available to UK only with the listing stating that
I am willing ship abroad provided I'm contacted first.

Today though, I've received a best offer from a buyer in Portugal.

Does the exemption above not apply to best offers?
