How could eBay refund something that wasn't part of the original
transaction? That still doesn't affect the buyer's rights under SOGA.

This is a private seller being a bit silly, hardly something worth going
to court over.

You asked and I suggested. If he doesn't play ball and you want to
potentially lose money over it that is your choice. However, I would
not let anyone like that do me out of any of my hard earned, no matter
how small the amount.
