After having seen the '10' on the desk, the shopper will then change his choice to a '20' packet. And so it goes on. Happens ALL the times.

My local Asda, Sainsurys & Tesco all have basket only tills, self service tills and seperate baccy counters. I must be in the lap of luxury.

The smallish Sainsburys where I shop has this arrangement.
