If you look further down on this page link you will see the heading:
"Buyers who may bid on several of my items and not pay for them"
directly under this there is the option to block bidders and you can select
the feedback lower limit.

Which is not the same as blocking bidders with less than 5 feedback.

I would without hesitation.

It is far more important for a bidder to have a credit card on
file/paypal account.

If no one accepted bids from people with less than 5 feedback then it would
be a strange place. A lot of people hunt for items and will only register
with
ebay when they see what they want to buy. I did that myself and sent off a
message to the seller explaining this and had no problems.
Just because a person has registered that day or has 0 feedback doesn't mean
they are dishonest. What are you classing people as less than 5 feedback
as?
From the way you find you need to report on a friend in a newsgroup you do
seem a bit strange. Are you just bored? If your friend was SO concerned
he would come to this newsgroup and ask for himself, not pass on half a
story
via you.
