Depends on personal preference. If the person doesn't have any to
start with, they have to go with your choice. I'd go for the blanket
for a few reasons. It's more adjustable. You can throw it off an pull
it back later and achieve instant temperature control. I bet it's
cheaper too and easier to wash. I wonder if the pad would be lumpy.
The blanket is easier to take with you.

I use both, but I keep my house at 50. My mom is in her 80s, she keeps her
apartment at 72 and she's still always cold. I gave her an electric mattress
pad last year and she loves it. Her feet always used to get very cold during
the night and the mattress pad heats up the most at the bottom and the least
at the top. She used to use a heating pad at the foot of the bed, but this
works much better.

I wondered about a pad being lumpy, too. Laying on wires doesn't sound
comfortable.
