Only in the same way a country lane is a "road" in the same way a 4 lane

Attempting to explain the differences to people who seemingly get their
"knowledge" from the first paragraph of a tabloid article becomes tiresome
and repetitive, do some research if you really want to find out what you
are talking about.

Excellent metaphor. The public do not need 4 lane freeway in their
driveways.
