Given which, if a seller has zero or low feedback then how can Paypal possibly
release any funds until they know there'll be no dispute ? i.e. after good feedback
or 21 days has elapsed - giving the buyer plenty of time to open a dispute ?

That's the whole purpose of the policy !

Are you so dense that you need everything spelled out to you in the
simplest terms ?
