Link? There's no 'new' system. It seems to be a way for ebay to gather info so that the can 'improve' the buyer experience before leaving feedback in the normal way. I had one earlier but I've just gone to leave feedback for another and it didn't come up. I'll post a screenshot if it crops up again.

When I had that screen come up it asked me to do the ratings and then I went on to leave feedback as normal.
