Hi

We are trading on ebay as a store, and have had a payment from a buyer
which has been reversed.

Initially paypal sent us a mail stating that the payment had been
withdrawn pending investigation, and requested some details including
the fact that the customer had received the goods and we could provide
proof of delivery (which we can)

I have emailed the customer who insists he is happy with the goods and
has not instigated this, stating that paypal have "some type of issue"
with his paypal account which he is trying to resolve.

I have also contacted paypal who state that the funds have been
returned to his account, although he cannot draw upon them - and until
he resolves the issues they cannot return the funds to us.

Where do we stand with this?

Basically buyer has your goods and you have no payment. The fact that he
obviosuly has buggered his Paypal registration up or ignored account
verification steps with them is his problem and should not afect you at all.
He should pay you by another means or you can tell him you will start small
claims action to recover the money.
