I have not seen this condition but PayPal are notorious for imposing terms
that are outside the law. If you press them hard they will back down. I have
twice had to threaten them with their regulator to get a full refund. A
classic thing is they expect buyers to bear the costs of returning faulty
goods which are the responsibility of the seller. Give them hell!

Are you sure you didn't read it wrong?

When I refund someone for, say �50 I get:

Refund: -�46
Refund fees -�4

Total refunded is �50 and only �46 is taken off my balance.
